组织变革在入境人员集中隔离医学筛查机构管理中的实践——以甘肃省为例

摘要 入境人员集中隔离医学筛查机构是中国应对新冠肺炎疫情全球大流行的一次创举,在中国外防输入总策略的实施中起到了重要作用。回顾甘肃省入境人员集中隔离医学筛查机构组织变革的演进历程,发现组织变革理论适用于入境人员集中隔离医学筛查机构的管理工作。入境人员集中隔离医学筛查机构必须主动进行组织变革,这对于其适应国际新冠肺炎疫情的形势,提高入境人员集中隔离医学筛查机构的效能,精准落实我国“外防输入、内防反弹”的疫情防控总策略具有重要的理论意义和现实意义。 The centralized medical isolation and screening institution for entery personnel is the pioneering work in China to cope with the global COVID-19 epidemic, and it has played an important role in the implementation of the general strategy in China. The evolution of organizational change of centralized medical screening institutions in Gansu Province is reviewed. It is found that the theory of organizational change is applicable to centralized immigration screening institutions. The centralized medical screening institutions must take initiative to carry out organizational reform, which has important theoretical and practical significance for adapting to the international COVID-19 epidemic,improving the efficiency of centralized medical screening institutions, and accurately implementing the general epidemic prevention and control strategy of “external defense input and internal defense rebound” in China.
