基层政府推进农村生活垃圾分类处理的对策——以黑龙江省为例

Countermeasures of Classifying and Treating Rural Household Garbage for the Grassroots Government——Take Heilongjiang Province as an Example

对农村生活垃圾分类的有效处理关乎到乡村振兴战略的有效实施,也是新农村建设的重要内容。随着垃圾分类处理浪潮的推动,农村垃圾处理意识也有所提升,但是农村生活垃圾分类处理仍然面临着垃圾没有分类处理、垃圾处理方式简单、政府的财政压力过大等一系列问题。因此,笔者提出基层要加强垃圾分类的宣传教育、建立健全相关机制、加强基层政府的治理能力等对策,并对其进行分析。

The effective treatment and classification of rural household garbage,an important part in the new rural construction,is related to the effective implementation of rural revitalization strategy.With the promotion of garbage classification and treatment,the awareness of garbage disposal in rural areas gets improved;however,the rural household garbage classification and treatment is still faced with a series of problems,such as failure in garbage classification,the simple way of garbage disposal and the excessive financial pressure of the government.Therefore,the grassroots should strengthen the publicity and education of garbage classification,establish and improve the relevant machinery,strengthen the grassroots government’s governance ability and so on.
