科技创新背景下高校科研经费“包干制”改革研究

On Reforming"Contracting System"of College Scientific Research Funding Under the Background of Scientific and Technological Innovation

科研经费“包干制”是通过简化预算管理,赋予科研人员更大经费自主权,以激发科研创新的重要管理制度改革。考察科研经费“包干制”实施的历史背景、形成的历史演进、界定的概念与现状,梳理科研经费“包干制”的历史逻辑。目前,普遍实施的科研经费预算制带来了科研经费报销繁琐、负责人经费使用权限降低、放管服政策难落地等一系列问题。科研经费“包干制”的实施不但可以化解以上问题,还是顺应创新驱动发展战略,适应各类型新项目,激发科研积极性的最佳选择。在科研经费“包干制”的改革过程中,应该建立健全管理制度、完善“负面清单”机制、打造信息化服务体系、创新监管方式,从而实现激发科研人员创新活力、提高科研经费使用效率的目标。

The“contracting system”of scientific research funds is an important reform on management system reform to stimulate scientific research innovation by simplifying budget management and giving researchers greater autonomy in funding.This paper examines the historical background,historical evolution,the defined concept and the status quo of implementing the“contracting system”for scientific research funding,and sorts out the historical logic of the“contracting system”for scientific research funding.At present,the commonly implemented budgeting system for scientific research funds has brought about a series of problems,such as tedious reimbursement procedures of scientific research funds,lowering the authority of the person in charge to the funds,and the difficulty in implementing the policy of delegating,regulating and serving.The implementation of the“contracting system”for scientific research funds can resolve the above problems,because it is the best choice to comply with the innovationdriven development strategy,to adapt to various types of new projects,and to stimulate the enthusiasm of scientific research.In the process of reforming the“contracting system”of scientific research funds,it is necessary to establish and improve the management system,to improve the“negative list”mechanism,to build an information service system,and to innovate supervision methods.The purpose is to achieve the goal of stimulating the innovation vitality of scientific research personnel and improving the efficiency of scientific research funds.
