油气"全国一张网"物理架构体系初步探讨

Preliminary Discussion on the Physical Architecture System of"One National Network"forOiland Gas

自2017年我国深化石油天然气体制改革以来业界对油气体制改革和油气"全国一张网"建设进行了深入的思考和广泛的讨论.本文结合油气"全国一张网"建设面临的内外部形势,提出油气"全国一张网"应优先满足我国能源安全目标,其次是提升管网运营效率.本文从管网统一布局、中长期结合、打造坚强管网、控制成本和提升效率四个方面对构建"物理一张网"做了思考,基于油气"全国一张网"布局框架体系,对我国天然气、原油和成品油管网的物理架构做了进一步探讨.

The oil and gas industry community have gone through in-depth thinking and extensive discussion on the reform of the oil and gas system and the construction of an integrated national network of oil and gas since 2017,the year when China started deepening its oil and gas systematic reform.Combing the past and current situations internally and externally faced by the construction of the integrated oil and gas national network,this paper puts forward that the network should give priority to meeting the goal of China's energy security,followed by ensuring its operational efficiency.This paper also considers the construction of the Physical“One National Network”from the aspects of unified layout of the pipeline network,medium and long-term development,building a stronger pipeline network,the related cost control and efficiency improvement.Based on the integrated oil and gas national network layout framework system,the physical layout of natural gas,crude oil and product oil pipeline network is also discussed in detail.
