俄罗斯“一带一路”研究的进展、议题与启示

Progress , Issues and Implications of Russia's Studies on the Belt and Road Initiative

俄罗斯是“丝绸之路经济带”沿线最具地缘影响力的国家之一。深入剖析俄罗斯对中国全球倡议的认知,有助于找准中俄在欧亚腹地乃至全球的利益共融点,推进两国务实合作。选取293篇收录于WOS RSCI数据库的2013—2021年以“一带一路”为主题的俄罗斯期刊论文为研究对象,以文献聚类和内容分析研究方法对俄罗斯学界在该领域研究的历时发展、议题分布及主要观点进行阐述。研究发现,随着中国倡议的持续推进和国际环境的动态变化,俄罗斯“一带一路”研究不断涌现出新问题,研究的地域范围、领域广度、理论深度均有明显提升,已形成六个主要议题。在中俄全球战略协作与地缘政经竞争关系并存的现状下,俄学界的研究服务于俄罗斯制定国家战略的需求,对中俄战略对接及大国竞合关系形成多元观点,对中国发展经验和理念沿革的基础性研究日益增多。俄罗斯的中国研究群体仍在扩大,同我国学界有着较多学术合作,也注重吸纳欧美及中亚的研究成果与前沿问题。

Russia is one of the most geo-influential partners along the Silk Road Economic Belt.An in-depth analysis of Russia’s perception of China’s global initiative will help identify the convergence of interests between China and Russia in the Eurasian hinterland and even the world,and promote practical cooperation between the two countries.The author selected 293 Russian journal papers with the theme of the Belt and Road Initiative from 2013 to2021 collected in WOS RSCI database as the research object,and analyzed the diachronic development,issue distribution and main viewpoints of Russian academic research in this field by using literature clustering and content analysis research methods.It is found that with the continuous advancement of China’s initiative and the dynamic changes of the international environment,emerging problems constantly appear in Russia’s studies on the Belt and Road Initiative.The regional scope,field breadth and theoretical depth of the research have been significantly improved,and six main research topics have been formed.Russian academic studies serve the needs of Russia to formulate national strategies under the current situation of the coexistence of global strategic coordination and geopolitical and economic competition between China and Russia.Diversified views have been formed on the strategic docking between China and Russia and the competitive and cooperative relations between major powers.Basic studies on the evolution of China’s development experience and ideas are increasing.Russia’s community to study China is still expanding.It has more academic cooperation with Chinese academia,and pays attention to absorbing research achievements and cutting-edge issues from Europe,America and Central Asia.
