专利密集型产业驱动经济创新发展机制研究

Research on the Mechanism of Patent-Intensive Industry Driving Economic Innovation and Development

本文将高价值专利作为重要指标纳入专利密集型产业评价体系,以高价值专利密集度、高价值专利占比、研发活动规模和研发人员占比4方面指标综合界定专利密集型产业;通过综合评价法分析专利密集型产业的创新投入、创新产出、经济效益之间的作用机制。研究发现目前我国专利密集型产业存在发展不均衡、创新产出未与经济效益形成明显相关性以及经济效益优势不显著等问题,并针对上述问题提出具体措施及参考建议。

In this paper,high-value patents are incorporated into the evaluation system of patentintensive industries as an important index,and the patent-intensive industries are defined comprehensively by four indicators:the intensity of high-value patents,the proportion of high-value patents,the scale of R&D activities and the proportion of R&D personnel.The mechanism of innovation input,innovation output and economic benefit in patent-intensive industries is analyzed by comprehensive evaluation method.It is found that there are some problems in the patent-intensive industry,such as unbalanced development,no obvious correlation between innovation output and economic benefit,and no significant advantage of economic benefit.Finally,concrete measures and reference suggestions are put forward to solve these problems.
