Research on the Current Governance and Countermeasures of Abnormal Patent Application

本文立足我国非正常申请专利行为治理现状,深入研究非正常申请专利行为的国家和地方政策,借鉴国外非正常申请专利行为的治理措施,全面分析了非正常专利申请的产生原因并对非正常申请专利行为的治理提出对策建议,期望通过本文为非正常申请专利行为的常态化治理提供实践性参考,早日恢复专利申请的“初心”,推动知识产权强国建设。

Based on the current governance of abnormal patent application in China,this paper deeply studies the national and local policies on abnormal patent application,draws lessons from the governance measures of foreign abnormal patent application,comprehensively analyzes the causes of abnormal patent application,and puts forward some suggestions for the governance of abnormal patent application.This paper hopes to provide practical reference for the normalized governance of abnormal patent application,restore the“original intention”of patent application,and promote the building of a powerful intellectual property country.
