新时代社会支持视域下我国志愿服务社会化机制

Socialization Mechanism of Volunteer Service in China from the Perspective of Social Support in the New Era

我国志愿服务特别是青年志愿服务发展方兴未艾,但其社会化程度及运作机制尚存不足。应从社会支持的多维视角出发,以政策、舆论和动员多渠道形成心理积淀,实现情感接纳;完善法律支撑,建立秩序,倡导责任担当,形成制度支持行动,实现基于约束的规范;推进政府、民间到个体的管理运作,实现基于组织的自觉;以政府导向、系统专业和群体交互满足专业服务需求,实现基于培训的实践;融合制度性、典型性和人本性激励肯定价值,实现基于认可的追求;通过政策法律、责任权力和道德舆论等多层面营造氛围,实现基于道德的权责。

China’s volunteer service,especially youth volunteer service,is in the ascendant,but its socialization degree and operation mechanism are still insufficient.From the multi-dimensional perspective of social support,we should form psychological accumulation through policies,public opinion and mobilization to realize emotional acceptance.Perfecting legal support,establishing order,advocating responsibility,forming institutional support actions,and realizing constraint-based norms;Promote the management and operation of the government,the private sector and the individual,and realize the consciousness based on the organization;Meet the needs of professional services by governmentoriented,systematic professional and group interaction,and realize the practice based on training;Integrating system,typicality and human nature to encourage positive value and realize the pursuit based on recognition;Through policy,law,responsibility,power,and moral public opinion,we can create an atmosphere,and realize the rights and responsibilities based on morality.
