当下,水资源保护、水土保持和水资源综合开发利用是一项造福子孙万代的重大工程。作为水资源短缺的咸阳市,在这方面下足了功夫,取得了一定的成效,为同类城市建设提供了一些经验。本文以咸阳市为例,在水土保持规划、区域重点工作划分、采取的措施、取得的经验、今后努力的方向等方面进行了详细阐述,以期可以提供一些借鉴,助力水资源综合开发和利用工作。

Today,water resources protection,water and soil conservation and comprehensive development and utilization of water resources are a major project to benefit future generations.Xianyang city,as a city with water shortage,has made great efforts in this regard.These works have achieved certain results and provided some experience for the urban construction with similar problems.Taking Xianyang City as an example,this paper expounds in detail the planning of water and soil conservation,the division of regional key work,the measures taken,the experience gained and the direction of future efforts,in order to provide some reference for other cities and help the comprehensive development and utilization of water resources.
