“绿水青山就是金山银山”理念的内涵及实现路径——基于安徽省的绿色发展实践

Connotation of and Realization Path for the Principle That Lucid Waters and Lush Mountains Are Invaluable Assets——Green Development Practice in Anhui Province

本文梳理了“绿水青山就是金山银山”理念的提出、发展、分析三个阶段的发展历程。在此基础上,探讨“绿水青山就是金山银山”理念的科学内涵,总结其蕴涵的统一性、优先性和转化性“三性”特征,并结合安徽当前发展现状,指出“绿水青山就是金山银山”理念指导下的具体实践路径:一是打出转型升级组合,推行低碳清洁循环发展,倒逼经济生态化;二是多管齐下,加快生态环境保护制度建设,解决突出的环境问题并加强生态系统保护,坚持生态优先绿色发展;三是走“环境优化增长”之路,建立生态核算机制,打通“绿水青山”向“金山银山”转化的生态产品价值实现机制,建立“金山银山”对“绿水青山”的反哺机制,进而推进生态经济化,促进安徽经济社会发展全面绿色转型。

In this paper, a summary review was made on the 3-stage development progress including founding, development and analysis of the principle that Lucid waters and lush mountains are invaluable assets. Based on this, a discussion was made on the scientific connotation of this principle, summarized as “3 characters”including unity, priority and convertibility. In view of the current development actualities of Anhui Province, specific realization path for the principle was put forward which include combining transformation and upgrading to promote low-carbon, clean and circular development and force an ecological economy, speeding up institutional improvement for eco-environment conservation with multiple measures to solve prominent environmental problems,strengthen ecosystem conservation and stick to ecological priority and green development, taking the road of environmentally optimized economic growth to establish the ecological accounting mechanism and eco-product value realization mechanism, turn lucid waters and lush mountains into a vast source of economic benefits and thus form a back-feeding mechanism, so that eco-economization could further be advanced and comprehensive green transformation of Anhui economic and social development could be promoted.
