新乡贤组织参与乡村治理机制的优化路径探析——以贵州省T乡为例

Analysis on the Optimization Path of New Rural Elite Organizations Participating in Rural Governance Mechanism:Takes T Township in Guizhou Province as an Example

本文以新乡贤组织参与乡村治理作为研究视角,通过对G省T乡相关案例的剖析,揭示新乡贤组织参与乡村治理的内容特点和功能作用,分析该治理方式在体制机制上存在的问题及其原因,并提出优化对策和建议。经过研究发现,T乡新乡贤组织参与乡村治理存在缺少持续的动力机制、缺少稳定的治理机制和缺少科学的监督保障机制等问题,因此需要从优化参与平台,盘活多功能治理资源,升级治理环境,畅通多主体治理渠道和增强文化氛围,发挥多维度治理能力等方面来完善治理体系和提升治理能力。

This paper takes the participation of new rural elite organizations in rural governance as a research perspective,through the analysis of the relevant cases of T Township in Guizhou Province,reveals the content characteristics and functions of new rural elite organizations participating in rural governance,analyzes the problems existing in the governance system and its causes,and puts forward the optimization countermeasures and suggestions.This paper has found that T township new rural elite organizations to participate in rural governance is lack of continuous dynamic mechanism,lack of stable governance mechanism and lack of scientific supervision and guarantee mechanism,so need to optimize the participation platform,enliven the multi-functional governance resources,upgrade governance environment,open the channels for multi-agent governance and enhance the cultural atmosphere,play a multidimensional governance ability and other aspects to improve the governance system and improve governance ability.
