全球气候变化背景下“双碳”战略与经济发展对立论的批判及其重构

Criticism and Reconstruction of the Opposite Theory of Dual Carbon Strategy and Economic Development in the Context of Global Climate Change

全球气候变化的严峻形势已成为世界各国共同关注的焦点问题。为了积极应对全球气候变化,2021年,中国提出了力争2030年前实现碳达峰、2060年前实现碳中和的重大战略(简称“双碳”战略)。然而,一些源自于西方资本主义社会的诸如“双碳”所涉减排降碳会造成不公平的经济负担、会限制发展中国家的发展等观点却显露出了一种将“双碳”战略与经济发展对立起来的论调。为了驳斥这种论调,应彻底击破资本主义经济增长至上论的神话、辩证看待“双碳”战略对经济发展的某些影响以及总体估量“双碳”战略对经济发展的促进作用,进而重构“双碳”战略与经济高质量发展的协同推进之路,即表现为降低绿色溢价以助力化石能源向清洁能源转换、发展循环经济以助推资源循环型产业体系构建以及盘活碳汇交易市场以助益林业碳汇经济价值实现。

The severe situation of global climate change has become a common concern of all countries in the world.In order to actively respond to global climate change,the Chinese government proposed a major strategy in 2021 to achieve carbon peaking by 2030 and carbon neutrality by 2060(referred to as the Dual Carbon strategy).However,some views originating from Western capitalist society,such as the emission reduction and carbon reduction involved in Dual Carbon will cause an unfair economic burden and restrict the development of developing countries,reveal a theory that opposes the Dual Carbon strategy and economic development.In order to refute this argument,we should completely break down the myth of the supremacy of capitalist economic growth,dialectically look at some of the impacts of the Dual Carbon strategy on economic development,and evaluate the overall effect of the Dual Carbon strategy on economic development,and then reconstruct the path of coordinated promotion between the Dual Carbon strategy and high-quality economic development,which is manifested in reducing the green premium to facilitate the conversion of fossil energy to clean energy,developing a circular economy to promote the construction of a resource-recycling industrial system,and revitalizing the carbon sink trading market to contribute to the realization of the economic value of forestry carbon sinks.
