摘要
加快推广LNG动力船舶,是水运行业实现碳达峰的可行路径之一。受初始投资较高、油气差价不稳定等因素影响,船东投资建造LNG动力船的积极性较低,导致LNG动力船发展缓慢。通过静态投资回收期法,选取长江干线2000~5000吨级干散货船作为研究对象,分析了油气差价与投资回收期之间的关系。研究表明,能源央企具有强大的资金实力和LNG资源供应优势,可作为节能服务公司,通过合同能源管理,可有效解决船东融资难题、保持油气差价稳定,同时还能保证船东获得持续稳定的节能效益,显著降低项目实施的风险,产生较大社会效益,是能源央企推广LNG动力船的一种有效方式。
Accelerating the promotion of LNG-powered ships is one of the feasible paths for the water transportation industry to achieve carbon peaks.Affected by factors such as high initial investment and unstable oil and gas price differences,shipowners are less motivated to invest in the construction of LNG-powered ships,resulting in slow development of LNG-powered ships.Through the static payback period method,the 2000~5000 ton dry bulk carriers on the main line of the Yangtze River are selected as the research object,and the relationship between the oil and gas price difference and the payback period is analyzed.The research shows that the central energy enterprises have strong financial strength and LNG resource supply advantages,as energysaving service companies.Through contract energy management,they can effectively solve the financing problem of shipowners,keep the oil and gas price difference stable,and at the same time ensure that shipowners can obtain continuous and stable energy-saving benefits,significantly reduce the risk of project implementation,and create a larger society,which is an effective way for energy central enterprises to promote LNG-powered ships.
