农村集体经济与多元治理体系双向嵌入发展——基于南昌市A村案例分析

Two-Way Embedded Development of Rural Collective Economy and Diversified Governance System:A Case Analysis of A Village in Nanchang City

壮大新型农村集体经济,完善乡村治理体系,对全面推进乡村振兴具有重要意义。基于嵌入性理论逻辑的引入,系统梳理改革开放以来我国乡村社会发展变迁的内在过程,构建农村集体经济与乡村治理相互嵌入的分析框架,对南昌市A村乡村建设进行案例剖析。结果表明:乡村建设应以基层党组织为核心主体,构建双向耦合的人才管理机制、资源整合机制、过程管理机制,重新组建新型农村集体经济与多元乡村治理体系的双向嵌入机制,实现集体经济与乡村治理的相互促进和协同发展。基于此,建议坚持基层党组织的核心地位、发挥农村精英的“头雁作用”、因地制宜发展主导产业,同时需要进一步处理好行政村与村民小组关系、处理好村民自治与农村精英关系、深化改革盘活农村发展资源。

It is of great significance to strengthen the new rural collective economy and improve the rural governance system in order to promote the revitalization of rural areas in an all-round way. Based on the introduction of the embeddedness theory logic,this paper systematically reviewed the internal process of the development of and changes in China’s rural society since the reform and opening-up,constructed the analysis framework of the mutual embeddedness of rural collective economy and rural governance,and conducted a case study of village construction of A village in Nanchang city.The results show that the grassroots party organizations should be taken as the core subject in rural construction,and the two-way coupling mechanism of talent management,resource integration mechanism and process management mechanism should be established.Meanwhile,it is necessary to re-establish the new rural collective economy and multirural governance system of the two-way embedded mechanism to achieve the mutual promotion and coordinated development of collective economy and rural governance.Therefore,it is suggested that we should stick to the core position of grass-roots party organizations,give full play to the role of rural elites,and develop leading industries in accordance with local conditions.In addition,it is necessary to handle the relationship between administrative village and villagers group,and the relationship between villagers’ autonomy and rural elite so as to deepen rural reform and activate rural development resources.
