工业污水处理EPC工程管理改进及保障措施分析

摘要 工业污水处理EPC工程由总承包单位统一负责物资采购、图纸设计以及现场施工,此类项目的特点为工程体量大、参建单位多、管理内容繁杂,常见的管理问题包括团队协作机制不健全、设计施工一体化应用不充分、质量安全技术保障不到位、进度风险防控措施不合理。总包单位在整个设计和施工管理过程中应动态化地改进管理机制和体制,并针对各项问题制定优化策略,包括灵活调整进度计划、引入质量管理奖惩制度、评估预算编制效果、实施安全风险分级等,在技术、制度、组织以及资源方面提供必要的保障。 The EPC project of industrial sewage treatment is uniformly responsible for material procurement, drawing design and on-site construction by the general contractor. Such projects are characterized by large project volume, many participating units, and complex management contents, common management problems include imperfect team cooperation mechanism, inadequate application of design and construction integration, inadequate quality and safety technical guarantee, and unreasonable progress risk prevention and control measures. The general contractor shall dynamically improve the management mechanism and system throughout the design and construction management process, formulate optimization strategies for various problems, including flexible adjustment of the schedule,introduction of the quality management reward and punishment system, evaluation of budget preparation effect, implementation of safety risk classification, etc., and provide necessary guarantees in terms of technology, system, organization and resources.
