关于产业园区规划环评与建设项目环评联动的探究

Research on the Linkage of Environmental Impact Assessment of Industrial Park Planning and Construction Project

文章对规划及建设项目环境影响评价的法律法规、政策文件和相关的研究进行了系统梳理。从规划环评与建设项目环评的关系、联动方式、联动的范围等几个方面剖析联动的内涵。以产业园区为实例,对规划环评与建设项目环评技术导则的内容设置和评价要求进行了对比,分析对建设项目环评简化的可行性,并提出具体简化内容和联动措施。从推进规划环评、提高规划环评工作质量、优化建设项目环评等几个方面阐述了规划环评与建设项目环评联动的基本要求和条件,并对开展联动效果评价提出了建议。

The article systematically combs the laws and regulations, policy documents and relevant research on environmental impact assessment of planning and construction projects. The connotation of linkage is analyzed from the relationship, linkage mode and linkage scope between planning EIA and construction project EIA. Taking the industrial park as an example, this paper compares the content setting and evaluation requirements of the planning EIA and the construction project EIA technical guidelines, analyzes the feasibility of simplifying the construction project EIA, and gives the specific simplified content and linkage measures. This paper expounds the basic requirements and conditions for the linkage of planning environmental assessment and construction project environmental assessment from aspects of promoting planning environmental assessment, improving the quality of planning environmental assessment work,optimizing construction project environmental assessment, etc., and puts forward suggestions for the linkage effect evaluation.
