关于入海排污口竣工环境保护验收的问题及对策思考

Considerations on the Problems and Countermeasures of the Argumentation of the Installation of Discharge Outlets into the Sea

本文结合入海排污口竣工环境保护验收的实际经验,提出其滞后于主体工程竣工环境保护验收、验收按不同规定执行、工程位置偏移是否属于重大变动、验收监测采样要求不明确、一次验收监测无法体现累积性影响等一系列问题,并提出明确验收时序的管理要求、统一验收管理规定、量化工程位置偏差的重大变动标准,以及制定入海排污口竣工环境保护验收技术规范、强化入海排污口自行监测及环境影响后评价等对策,以期完善入海排污口的竣工环境保护验收和后续监督管理工作。

This paper based on the actual work experience in the demonstration of the establishment of sewage outlets into the sea, it is proposed that the management scope of the sewage outlets into the sea is not clear, the special use of sewage in the marine functional zoning is unreasonable, the demonstration procedures for the establishment of sewage outlets into the sea are not standardized, and the scope of the sewage mixed zone is not standardized. A series of issues such as the lack of rigorous determination methods, the establishment of a classifi cation management system for the fi ling of sewage outfalls into the sea, the rational delineation of special use areas for sewage discharge in the marine functional zoning, the formulation of technical specifi cations for the demonstration of the establishment of sewage outfalls in the sea, and the improvement of the method for determining the scope of the sewage mixed zone.,with a view to perfecting the norms and standards for the demonstration of setting up sewage outlets into the sea.
