排污许可证核发过程中存在的问题及建议——以张掖市为例

Problems and Suggestions of Pollutant Discharge Permit Issuance——Take Zhangye as an Example

排污许可证是企事业单位进行合法排污的重要法律依据,在推进环境保护和环境监管方面起到了重要作用,为打好污染防治攻坚战做出了突出贡献。本文以张掖市为例,探讨并总结排污许可证核发过程中存在的问题,提出对策建议,为“十四五”期间做好排污许可证核发工作提供保障。

The pollutant discharge permit is an important legal basis for enterprises and institutions to discharge pollutants legally, and plays an important role in promoting environmental protection and supervision,and made outstanding contributions for completing the Battle of Pollution Prevention and control. Taking Zhangye as an example, this paper discusses and summarizes problems existing in the process of pollutant discharge permit issuance, and puts forward countermeasures to ensure pollutant discharge permit issuance during the 14th fi ve-year plan period.
