认同与调试:1930年代蒙藏委员会藏事处改组风波

Identification and Adjustment: The Reorganization of Tibetan Affairs Office of Mongolian and Tibetan Affairs Commission in the 1930s

蒙藏委员会藏事处是国民政府时期具体办理涉藏事务的政府机构。1930年代,蒙藏委员会藏事处的重要职位多由九世班禅属下担任。对此,西藏地方驻京代表屡次提出质疑,建议将其改组,即重新选用“晓畅边情,公正干练人员以充实其组织,提高其效能”。透过蒙藏委员会藏事处的改组风波可以看到,西藏地方驻京代表虽多次对蒙藏委员会藏事处职位安排表示不满,但对中央政府始终是认同和信任的,清晰地反映出民国时期西藏地方的国家认同意识。与此同时,国民政府对这场改组风波的因应,也充分体现了中央政府治藏政策的调试与完善。

The Tibetan Affairs Office of the Mongolian and Tibetan Affairs Commission was the center department dealing with Tibet related affairs during the national government period. In 1930s,the main positions of the Tibetan affairs office were taken by the subordinates of ninth Panchen Lama. Tibetan representatives to Beijing questioned several times about it and suggested reorganizing Tibetan affairs office by appointing righteous and experienced officials who familiar with the situation of Tibet. Through the event of Tibetan affairs office’s reorganization,it could be told that the Tibetan representatives to Beijing were dissatisfied with the appointment of main positions of the Tibetanaffairs office,but they trust and identified with the central government of national government. It also reflects the continuous adjustment and improvement of the central government’s policies of governing Tibet.
