随着国家以“放管服”为重点的行政审批制度改革的深入,各地人民防空工程质量监督职能随本地区行政审批制度改革总体步骤同步推进,与此同时工程建设标准化改革工作也按照国家标准化改革统一要求全面展开。人民防空工程的质量监督工作在行政事业改革和标准化改革双重动力推动下需要顺应行政事业改革和标准化改革的总体布局要求,从行政法律法规执行、技术标准运用以及监督机构建设等方面进一步完善人防工程质量监督工作,做到依法行政、权责统一、创新监督方式、完善监督手段,充分发挥出新时代人民防空工程质量监督工作的作用。
