摘要
港口能力与功能适应性评价研究对于促进港口可持续发展具有重要意义。基于适应性评价的需要,构建了宁波舟山港主要货类、主要港区、总体情况的评价指标体系,引入约束锥对影响港口适应性的因素进行约束,运用锥比率数据包络模型(C^(2)WH)对宁波舟山港的主要货类及主要港区进行适应性评价,用改进的模糊综合评价模型对宁波舟山港港口能力与功能的总体适应情况进行综合评价。结果表明,宁波舟山港主要货类和主要港区总体适应性良好,但集装箱货物的投入和产出适应性还有提升空间,镇海港区、嵊泗港区存在港口承载能力适度超前的情况。总体来说,宁波舟山港的岸线、锚地、泊位等条件基本上可以满足未来10年货物运输服务需求。
A suitability evaluation index system concerning the major freight categories handled,major functioning of docks,and performance in generalis devised for Ningbo Zhoushan Port.The restraint cone is introduced to constrain the factors influencing port suitability and the C^(2)WH(cone ratio data envelopment analysis)model is used to evaluate the suitability of the major freight category handled and the functioning of major docks.The comprehensive suitability evaluation of the capacity and function of Zhoushan Port in generalis performed according to fuzzy comprehensive evaluation model.The evaluation shows that the suitability of major freight category and dock function infare basically good,but for inputs and outputs of container cargo,the suitability can be improved.Meanwhile,it is found that the capacity of Zhenhai Dock and Shengsi Dock is,in a degree,beyond needs.In general,the condition of Zhoushan Port,the shoreline,anchorage and berthage,will meet the demands for 10 years ahead.
