实现共同富裕的路径辨析:生产还是分配

共同富裕是社会主义的本质要求,是中国共产党人为之而奋斗的初心和使命。实现共同富裕是一项系统工程,具有长期性、艰巨性、复杂性,需要一个很长的历史进程。在市场经济中,生产与分配紧密相连又相互影响,但生产是起决定性作用的,分配是起次要性作用的,生产决定分配,分配领域存在的问题是对生产领域存在的问题的反映,解决分配领域中的问题要从生产领域入手才能从根本上解决。实现共同富裕不能就分配而论分配,必须深入到生产领域寻找根本之策。公有制经济是确保我们党执政地位的经济基础,是我国社会主义制度不变色、不走样的根本保证,是全体人民实现共同富裕的根本途径。北欧福利国家在分配领域实行高税收政策,一定程度上缩小了收入差距,提高了人民生活质量,但由于其实行资本主义生产资料私有制,其高福利政策是不可持续的,也难以真正实现全体人民共同富裕。我们要清醒地认识到,照抄照搬北欧的福利国家模式是不可能实现真正的社会主义共同富裕的。在中国特色社会主义新时代,我们既要在生产领域不断壮大公有制经济、促进经济增长、扩大就业规模,也要在分配领域构建体现公平、利于劳动、和谐社会的基础性制度安排,这样才能不断推动我国全体人民共同富裕取得更为明显的实质性进展。

Common prosperity is the essential requirement of socialism and the original intention and mission for which the Communist Party of China has been fighting.Achieving common prosperity is a systematic project,which is long-term,arduous and complex,and requires a long historical process.In the market economy,production and distribution are closely related,with mutual effect on each other.However,production plays a decisive role,and distribution plays a secondary role.Production determines distribution,and the problems in the field of distribution reflect the problems existing in the field of production.To fundamentally solve problems in the field of distribution,it is necessary to start from the field of production.To achieve common prosperity,we should not discuss distribution just in the field of distribution,but must go deeper into the field of production to find the fundamental solution.The public ownership economy is the economic basis to ensure the ruling status of the Communist Party of China,the fundamental guarantee for China's socialist system to remain unchanged,and the fundamental path for all people to achieve common prosperity.The Nordic Welfare States implement a high tax policy in the field of distribution,which has narrowed the income gap and improved people's life quality to a certain extent.However,due to their capitalist private ownership of means of production,their high welfare policy is unsustainable and it is difficult for them to truly achieve common prosperity for all people.We have to realize soberly that it is impossible to truly achieve socialist common prosperity by copying and reproducing the model of the Nordic Welfare States.In the new era of socialism with Chinese characteristics,we should not only continue to develop the public ownership economy,promote the economic growth and expand the scale of employment in the production field,but also make a basic institutional arrangement in the distribution field that reflects fairness,facilitates labor and harmonizes society,so that we can continue to promote the common prosperity of all Chinese people to make more obvious and substantial progress.
