高职院校混合所有制二级学院的实践模式、困境及其对策 被引量:1

摘要 在全面深化改革的时代背景下,高职院校混合所有制二级学院形成了院校主导型、行业主导型、企业主导型、政府主导型等四种实践发展模式。同时面临着实践探索超前性与法律政策滞后性、职业教育办学必然性与国有资产流失风险性、教育公益性与资本逐利性、高职院校行政管理与企业市场化运作的矛盾等问题。因此,从宏观层面上,要解决好法律政策障碍问题;中观层面上,要建设多方主体利益协调机制;微观层面上,要建立健全混合所有制二级学院内部运行机制。 Under the background of the comprehensive deepening of the reform,there are four practical development models for the mixed ownership secondary college:college dominant,industry dominant,enterprise dominant and government dominant.At the same time,there are also contradictions between the advance of practice and the lag of legal policy,the necessity of vocational education and risk of loss of state assets,the public welfare of education and the profit of capital,the administration of Colleges and the market operation of enterprises and so on.Therefore,we should solve the problem of legal impediment from the macro level;build the ordination of interests for the multi-parts from the macro level;establish and improve the internal operating mechanism of the mixed ownership secondary college from the micro level.
