宿州市高质量发展水平测度分析

Analysis on the Measurement of High Quality Development Level in Suzhou City

高质量发展是新发展阶段下贯彻新发展理念、构建新发展格局的根本体现。基于新发展理念,构建高质量发展测度评价指标体系,运用熵值法对2010—2020年间宿州市高质量发展水平进行测度分析。研究发现:2010—2020年间宿州市高质量发展水平保持上升态势,5个子系统总体均呈现积极向好态势,按照年间增幅由高到低排序为共享、创新、开放、协调、绿色;不同指标的高质量发展水平存在较大差异,实际利用外资额、研究与试验发展人员折合全时当量、专利授权数、高新技术企业数量、年末移动电话用户等指标得分增幅居前,空气质量优良天数比例、第二产业产值比重、公路客运量增幅为负。未来应该继续贯彻新发展理念,推动5个子系统协同发展,推动宿州市高质量发展水平持续提升。

High quality development is the fundamental manifestation of implementing new development philosophy and building new development dynamic in the new development stage.Based on the new development philosophy,this paper constructs the evaluation index system of high quality development,using the entropy method to measure and evaluate the level of high quality development in Suzhou city from 2010 to 2020.The results show that the high quality development level in Suzhou city keeps rising from 2010 to 2020,and all the five subsystems showed positive trend.Sharing,innovation,openness,coordination and green are ranked from highest to lowest in terms of growth.There are great differences in the level of high quality development of different indicators.The actual utilization of foreign capital,full-time equivalent of research and experimental development personnel,the number of patents granted,the number of high-tech enterprises,and the number of mobile phone users at the end of the year rank among the top.The proportion of days with good air quality,the percentage of secondary industry output value,and the growth rate of road passenger traffic were negative.In the future,we should continue to implement the new development philosophy,promote the coordinated development of the five subsystems,and promote the continuous improvement of the high quality development level in Suzhou city.
