A study of stakeholder impact index in healthcare data sharing for specialty alliances

利益因素已经成为决定专科联盟健康医疗数据共享能否顺利推进的核心要素。该研究基于德尔菲法与利益相关者影响指数法,量化不同应用场景下利益相关者的影响程度,并确定不同场景下的核心利益相关者。医疗协同场景中核心医院决策层的影响程度最大,科研协作场景中核心医院医务人员影响程度最大,患者调阅场景中患者及其家属影响程度最大,业务监管场景中专科联盟理事会影响程度最大。政府行政部门、核心医院和成员医院决策层是推动专科联盟数据共享的首要利益相关者,重塑利益结构的前提在于积极关注各方主体的诉求,最终结合“权力-利益”矩阵针对性地提出利益相关者管理策略,以期推动专科联盟数据共享工作的顺利实施。

The interesting factor has become the core element to determine whether the specialty alliance health care data sharing can be successfully promoted. Based on the Delphi method and the stakeholder influence index method, this study quantifies the degree of influence of stakeholders in different application scenarios and determines the core stakeholders in different scenarios. The degree of influence of the decision-making level of core hospitals was the greatest in the medical collaboration scenario, the influence of the medical staff of core hospitals was the greatest in the scientific research scenario, the influence of patients and their families was the greatest in the patient access scenario, and the influence of the board of directors of the specialty alliance was the greatest in the business supervision scenario. Government administration, core hospitals, and member hospitals are the primary stakeholders in promoting data sharing in specialty alliances. The premise of reshaping the interest structure is to actively pay attention to the demands of all parties, and finally,propose stakeholder management strategies by combining the "power-interest" matrix to promote the smooth implementation of data sharing in specialty alliances.
