Practice and reflections on the establishment of an emergency command system for public health emergencies at Peking Union Medical College Hospital

医院建立突发公共卫生事件应急指挥体系不仅是完善疾病预防控制体系的重要任务,也是国家战略及自身治理的需要。作者以北京协和医院近两年实践为例,阐述该医院建立突发公共卫生事件应急指挥体系的组织结构、运行模型以及体系特色,并针对医疗服务矛盾、资源配置矛盾、流调溯源问题以及人员依从性等提出意见建议。

The establishment of the emergency command system for public health emergencies in hospitals is not only an important task to improve the disease prevention and control system, but also a national strategy and its own governance. Taking the practice of Peking Union Medical College Hospital(PUMCH) in the past two years as an example, the authors described the organizational structure, operation model, and system characteristics of the emergency command system for public health emergencies established at the hospital, and put forward suggestions on conflicts in medical service, resource allocation, traceability, and staff compliance.
