开放创新范式下医疗机构科技创新和成果转化体系构建

Preliminary study on the construction of scientific and technological innovation and achievement transformation system of medical institutions under the paradigm of open innovation

近年来,我国卫生健康领域科技创新取得长足的进步,但仍存在医学科技创新质量和成果转化效率偏低现象。医学科技创新具有“以临床需求为始,以临床应用为终”的特点。笔者尝试探究将高水平研究型医院作为科技创新主体,构建与高校、科研机构、企业等内外联动的开放式医学科技创新和成果转化体系,有选择地与外部创新主体或要素有效联接获取外部创新转化资源,提高科技创新转化绩效,促进新发展阶段卫生健康科技创新和健康产业发展,加快实现高水平科技自立自强。

In recent years,scientific and technological innovation in the field of health in China has made great progress,but there is still a phenomenon of low quality and translation efficiency of medical science and technology innovation.Medical science and technology innovation has the characteristics of"starting with clinical needs and ending with the clinical application".This paper attempts to explore the high-level research hospital as the main body of science and technology innovation,build an"open"medical science and technology innovation and achievement transformation system with internal and external linkage with universities,scientific research institutions,enterprises,etc.,and effectively connect with external innovation elements to obtain external innovation resources.To improve the performance of scientific and technological innovation,promote the innovation of health science and technology and the development of the health industry in the new development stage,and accelerate the realization of high-level scientific and technological self-reliance and strength.
