构建医院采购全流程信息化平台的探讨

目的实现采购全流程管理规范化,提升医院采购流程中内外协同效率,从而实现真正意义上的“公开透明、采购规范、公平竞争、公正合理”原则。方法通过分析当前医院与企业中采购招标制度下的弊端,借鉴诸多成功的采购管理案例,运用计算机信息化手段与其他综合技术为基础,提出基于Web端的采购全流程管理系统。结果建立了基于Web端的采购全流程管理系统,从而实现采购透明化、便捷化、高效化与合理化,从而到达降本增效。结论规范和信息化采购流程,建立采购信息化对提升工作效率有着特别的帮助,文章介绍了采购全流程信息化管理的功能、特点、优势,以及能解决的目前采购管理开展中所遇到的难题,并就平台使用的实际情况,探讨医院采购管理综合性信息管理平台的发展方向。

Objective To standardize the management of the whole procurement process and improve the internal and external collaborative efficiency of the hospital procurement process,so as to realize the principles of“openness and transparency,procurement norms,fair competition,justice and rationality”in the real sense.Methods Through analyzing the disadvantages of the current procurement bidding system in hospitals and enterpr ises,and drawing lessons from many successful procurement management cases,using computer information means and other comprehensive technologies as the basis,the whole procurement process management system based on Web terminal was proposed.Results The procurement process management system based on Web terminal was established,so as to achieve transparency,convenience,high efficiency and rationalization of procurement,so as to achieve cost reduction and efficiency increase.Conclusion Standardization and informatization of procurement process and establishment of informatization of procurement are of special help to improve work efficiency.This paper introduced the functions,characteristics and advantages of informatization management of the whole procurement process,as well as the problems that can be solved in the current development of procurement management,and discussed the development direction of the comprehensive information management platform of hospital procurement management based on the actual situation of the platform.
