罗湖区疾控中心2011—2020年人力资源发展状况分析

摘要 目的以深圳市罗湖区为例,通过对2011—2020年罗湖区疾控中心人力资源发展状况进行分析,为进一步提高区级疾控中心人才队伍建设水平提出建议。方法本研究系统整理分析2011—2020年罗湖区疾控中心人员数量、人员类型、性别比例、专业、年龄、学历、职称等情况,并进行汇总分析,结合服务人口、检验检测工作量等研究区级疾控中心人力资源发展状况,用Excel 2013软件建立历年人力资源数据库,使用SPSS 18.0软件进行统计学分析。结果2011—2020年罗湖区疾控中心工作人员数与年份之间的相关性无统计学意义(r=0.433,P=0.211),检验检测人均工作量与年份之间呈正相关(r=0.952,P<0.001),性别比例与年份之间的关联无统计学意义(χ^(2)_(线性趋势)=1.568,P=0.210),年龄分组人员比例与年份之间存在显著性关联(χ^(2)_(线性趋势)=14.382,P<0.001),学历分组人员比例与年份之间存在显著性关联(χ^(2)_(线性趋势)=24.098,P<0.001),职称分组人员比例与年份之间存在显著性关联(χ^(2)_(线性趋势)=7.481,P=0.006),人员类型分组人员比例与年份之间存在显著性关联(χ^(2)_(线性趋势)=5.403,P=0.020)。结论罗湖区疾控中心人力资源发展状况仍存在人力资源配置不足、人力资源结构不够合理、缺乏完善的人才激励机制等问题。区级疾控中心应不断加强人力资源合理配置,大力推进人才队伍建设,建立人力资源发展长效机制。 Objective Taking Luohu District of Shenzhen as an example,this paper analyzed the human resources development of Luohu District CDC from 2011 to 2020,and puts forward suggestions for further improving the talent team construction level of district level CDC.Methods This study systematically collated and analyzed the number,type,sex ratio,major,age,education background,professional title and other conditions of personnel in Luohu District CDC from 2011 to 2020,and made a summary analysis,studied the development of human resources in the district level CDC in combination with the service population,testing workload,etc.It used Excel 2013 software to establish a human resources database over the years,and used SPSS 18.0 software for statistical analysis.Results From 2011 to 2020,there was no significant correlation between the number of staff in Luohu District CDC and the year(r=0.433,P=0.211),and the per capita workload of testing was positively correlated with the year(r=0.952,P<0.001).There was no statistical significance between the sex ratio and the year(χ^(2)_(linear-trend)=1.568,P=0.210),and there was a significant correlation between the proportion of people in age groups and years(χ^(2)_(linear-trend)=14.382,P<0.001),and there was a significant correlation between the proportion of education group personnel and the year(χ^(2)_(linear-trend)=24.098,P<0.001),there was a significant correlation between the proportion of professional title group personnel and the year(χ^(2)_(linear-trend)=7.481,P=0.006),and there was a significant correlation between the proportion of personnel grouped by personnel type and the year(χ^(2)_(linear-trend)=5.403,P=0.020).Conclusion The development of human resources of the center for disease control and prevention in Luohu district still has problems such as insufficient human resources allocation,unreasonable human resources structure and lack of perfect talent incentive mechanism.District level centers for disease control and prevention should continue to strengthen the rational allocation of human resources,vigorously promote the construction of talent teams,and establish a long-term mechanism for human resources development.
