省级层面公立医院高质量发展体系构建的政策比较

Comparing the Provincial-level System Construction of High-quality Development of Public Hospitals

目的 系统梳理各省(区、市)对于公立医院高质量发展顶层体系构建与设计的探索实践,总结在探索过程中可能存在的问题,为完善公立医院高质量发展体系构建工作提供参考依据。方法 基于政策比较研究视角,运用内容分析法,对省级层面公立医院高质量发展体系构建的实施方案进行分析与比较。结果 大部分省(区、市)在政策制定层面能够结合地区医疗水平,实事求是地对公立医院高质量发展体系进行探索。补充分析维度中,各省(区、市)在政策提及的广度与深度上表现各异。结论 各省(区、市)要加强在体系构建上的联系与交流沟通,通过开展地方政策试点工作,探索可在全国创新扩散与推广落地的公立医院高质量发展体系构建路径。

Objective To systematically review the exploration practices of provinces(regions and municipalities)on the construction and design of the top-level system for high-quality development of public hospitals,and to summarize the possible problems in the process of exploration in each districts in order to provide a reference basis for improving the construction of the system for high-quality development of public hospitals. Methods Based on the perspective of comparative policy research,content analysis was applied to analyze and compare the implementation plans for the construction of a high-quality development system for public hospitals in each districts. Results Most districts were able to explore the high-quality development system for public hospitals at the policy formulation stage considering the regional medical level. Conclusion Each districts should strengthen the linkage and interaction with each other during the process of the system construction,and explore the path of high-quality development for public hospitals that can be diffused and promoted nationwide through the policy pilot work.
