黑龙江省城市二级公立医院医养结合建设路径分析

Research on Construction Path of Health Care Integration of Urban Secondary Public Hospitals in Heilongjiang Province

目的 了解黑龙江省城市二级公立医院医养结合服务的供需适配程度,为城市二级公立医院医养结合建设提供参考。方法 以供需适配理论中的相关性、相适性、可及性以及质量4个维度构建分析框架,对城市二级公立医院医养结合服务进行SWOT分析。结果 黑龙江省城市二级公立医院医养结合服务的供需相关性、相适性、可及性较弱;存在竞争、转型的优势,人才队伍建设不足、社会知晓度不高、政策了解不够的劣势,相关政策支持、服务需求量大的机遇,激励政策不足、“互联网+”医养结合服务滞后的挑战。结论 供给主体应优先开展健康体检、膳食营养、健康管理等老年人最迫切需要的医养结合服务,联合评估服务质量,通过相关政策宣传和落实、加强人才队伍建设、推动“互联网+”医养结合服务提高服务能力。

Objective To acquire the degree of supply and demand adaptation of health care integration services of urban secondary public hospitals in Heilongjiang Province,in order to provide reference for the construction of health care integration in urban secondary public hospitals. Methods SWOT analysis of health care integration services in urban secondary public hospitals was conducted based on the dimensions of relevance,adaptability,accessibility and quality by the theory of supply and demand adaptation. Results The supply-demand relevance,adaptability and accessibility of health care integration services of urban secondary public hospitals in Heilongjiang Province were weak. There were the strengths of competition and transformation. There were the weakness of insufficient talent team construction,low social awareness and insufficient understanding of policies. There were the opportunities of relevant policy support and service demand. There were the threats of the lack of incentive policies and“Internet+”health care integration services. Conclusion The main providers should give priority to the most urgently needed health care integration services for the elderly, such as physical examination, dietary nutrition and health management,et al.,jointly evaluate the quality of services,improve the service capacity by strengthening the publicity and implementation of relevant policies,strengthening the construction of talent team and supporting the“Internet +”health care integration services.
