新形势下中国参与全球科技治理进程的内涵与实施路径

当今世界,科技创新能力影响着每一个国家综合实力的提升。经济全球化的深入使得国与国、人与人之间的交往日益频繁和密切。与此同时,发展中国家在当前国际格局中扮演了越来越重要的角色。在这样一个时代背景之下,科技治理对凝聚发展中国家团结一心、共克时艰提供了新的机遇。中国是全世界第二大经济体和最大的发展中国家,有必要对当前全球科技治理提出中国方案、贡献中国智慧。文章首先从理论角度分析了中国参与全球科技治理的缘由,阐述了当前参与全球科技治理的瓶颈,为今后参与全球科技治理提出了具体实施路径。

In today’s world,scientific and technological innovation capability affects the improvement of each country’s comprehensive strength.The deepening of economic globalization makes the exchanges between countries and between people increasingly frequent and close.At the same time,developing countries have played an increasingly important role in the current international pattern.In this era,science and technology governance provides new opportunities for developing countries to unite and overcome difficulties together.China is the second largest economy and the largest developing country in the world.It is necessary to put forward China’s plan and contribute China’s wisdom to the current global science and technology governance.The paper first analyzes the reasons for China’s participation in global S&T governance from a theoretical perspective,expounds the bottlenecks of current participation in global S&T governance,and puts forward specific implementation paths for future participation in global S&T governance.
