西藏基层党建与乡村振兴耦合机制研究

A Study on the Coupling Mechanism between Grass-roots Party Building and Rural Revitalization in Tibet

基层党建与乡村振兴的关系是当前学术界研究的一大热点。从理论和实际两方面分析,二者是互相促进、联动式前进的耦合发展关系。从当前的情况来看,西藏的农牧区基层党建与乡村振兴的耦合效应还未完全显现。因此,通过党建治理资源与乡村产业和生态振兴耦合,促进乡村资源内生;通过党建组织与乡村组织和人才振兴耦合,发挥农牧民的主体性;通过党建价值与乡村文化振兴耦合,促进乡村文化认同,实现西藏基层党建与乡村振兴的全面耦合发展。

The relationship between grassroots party building and rural revitalization is a hot topic in current academic research. Analyzing through theoretic and practical perspectives,the relationship between grassroots party building and rural revitalization should be coupling development with mutual and linkage promotion. Judging from the current situation,the coupling effect of grassroots party building and rural revitalization in the agricultural and pastoral areas of Tibet has not yet fully manifested. Therefore,the endogenous growth of rural resources should be promoted through the coupling of Party building and governance resources with rural industry and ecological revitalization,the subjectivity of farmers and herdsmen should be motivated through Party and rural organizations and talent revitalization,the cultural identity should be promoted through the value of party building with the revitalization of rural culture.With these approaches,the comprehensive coupling development of grassroots party building and rural revitalization in Tibet could be comprehensively realized.
