自然资源地籍调查存在的问题及解决思路——以珠江流域西江干流(中下游)为例

Problems and Solutions of Natural Resources Cadastral Survey:Take the Registration of the Main Stream(Middle and Lower Reaches)of the Xijiang River in the Pearl River Basin as an Example

以珠江流域西江干流(中下游)自然资源统一确权登记项目为例,介绍了自然资源地籍调查准备阶段、调查阶段、登记及成果应用阶段、数据入库阶段的主要内容和技术方法;对整个项目过程中存在的关于数据及规范化、登记单元划定、数据分析和权属明确等问题和面临的技术难点进行分析、探讨,提出了改进建议。本文旨在通过分析实施过程中的关键问题,探讨相应的改进方法,为后续工作提供借鉴。

Taking the project of unified right confirmation and registration of natural resources in the main stream(middle and lower reaches)of the Xijiang River in the Pearl River Basin as an example,this paper introduces the main contents and technical methods of the preparation stage,the investigation stage,the registration and results application stage,and the data warehousing stage in the natural resources cadastral survey;The project and technical difficulties existing in the whole project process such as data and standardization,registration unit delineation,data analysis and ownership clarification are analyzed and discussed,and improvement suggestions are put forward.This paper aims to analyze the key problems in the implementation process and explore the corresponding improvement methods to provide reference for the follow-up work.
