农用地整治实施政策分析——基于国内外政策的对比研究

作为缓解农村农用地问题和促进农村可持续发展的政策工具,农用地整治引起社会各界的关注。为完善我国农用地整治,采取案例分析方法,综合比较欧洲和中国农用地整治的政策,发现存在的问题和改进的措施。结果表明,欧洲和中国农用地整治在立法、程序与农民参与意愿方面存在差异,特别是,中国农民参与农用地整治的积极性不足,难以成为农用地整治的推动力,在此基础上,有针对性地提出完善中国农用地整治的建议。

As a policy tool to alleviate the problem of rural agricultural land and promote rural sustainable development,agricultural land renovation has attracted the attention of all sectors of the community. In order to improve the agricultural land renovation in China, this paper adopts the method of case analysis, comprehensively compares the policies of agricultural land renovation in Europe and China, and finds out the existing problems and improvement measures. The results show that there are differences in legislation, procedures and farmers’ willingness to participate in agricultural land renovation between Europe and China;in particular, the enthusiasm of Chinese farmers to participate in agricultural land renovation is insufficient, so it is difficult to become the driving force of agricultural land renovation;on this basis, targeted suggestions are put forward to improve the regulation of agricultural land in China.
