数字经济与三农产业融合机制创新研究

数字经济与实体经济的融合,数据要素、信息技术与传统生产要素重组升级,可以充分发挥数字经济的优势,对经济发展发挥出明显的乘数增长效应。该文论述当前我国农业存在供需结构失衡、数字化发展不均衡不充分等问题,亟需推动乡村各产业再生产的生产、分配、流通和交换等各环节的循环,推动农业供给端和需求端的升级以实现供给和需求更高质量的均衡。已有实践证明数字经济与三农产业的融合可以成为乡村振兴的内生动力,政府应建立完善高效的引导机制引入社会资本,同时保障监督利润分配的公平合理。各地应根据乡村实际需求将人工智能、区块链等前沿技术引入三农领域,同时推进乡村治理的数字化转型,多层次、全方位地实现乡村振兴战略。

The integration of digital economy and real economy, and the reorganization and upgrading of data elements,information technology and traditional production factors can give full play to the advantages of digital economy and play an obvious multiplier growth effect on economic development. This paper discusses at present, there are some problems in China’s agriculture, such as the imbalance between supply and demand structure, the imbalance of digital development and so on. It is urgent to promote the circulation of production, distribution, circulation and exchange of various industries in rural areas, and enhance the upgrading of agricultural supply-side and demand-side to achieve a higher quality balance of supply and demand. Practice has proved that the integration of digital economy and agriculture, rural areas and farmers can become the endogenous driving force of rural revitalization. The government should establish a sound and efficient guiding mechanism to introduce social capital and, at the same time, ensure the fairness and rationality of profit distribution. Local governments should depend on the actual needs of rural areas, introduce artificial intelligence, block chain and other cutting-edge technologies into the fields of agriculture, rural areas and farmers, and promote the digital transformation of rural governance,so as to realize the strategy of rural revitalization in a multi-level and all-round way.
