中央对口帮扶地区党建引领乡村振兴的路径研究

在巩固脱贫攻坚成果和乡村振兴有效衔接的过程中,基层党组织的引领作用尤为重要。当前,脱贫地区在党建引领乡村振兴等方面取得一定成效,但还存在干部队伍年轻化伴生的工作经验欠缺,党员队伍整体老龄化、空心化问题严重,乡村产业发展结构单一,振兴动力不足等诸多问题。对口帮扶地区要以中央定点帮扶为契机,充分利用好挂职干部,通过其加强基层党组织建设,并整合各类资源,以党建共建等形式加强协作引领,有针对性地促进乡村多方面振兴。

In the effective link-up between Poverty Alleviation and Rural Revitalization, the leading role of grass-roots party organizations is of great significance. At present, considerable results of Rural Revitalization leading by strengthening the Party’s political base has been achieved in the areas that have been lifted out of poverty, but there are still many problems such as the lack of working experience accompanied by the rejuvenation of cadres, overall aging and hollowing-out of party members, single structure of rural industrial development and insufficiency of revitalization momentum. Therefore, in order to promote the revitalization of rural areas in many aspects in a targeted way, the Paired-up Assistance Policy should be made use of in those covered areas. Attached cadres are asked to strengthen the construction of grass-roots party organizations and to integrate various resources to better the collaboration and leadership in the form of party building and co-construction.
