摘要
目的:为探索产学研深度合作的动力机制,基于科技创新的宏观调控者、需求者和提供者的视角,建立了政府、企业与教师三方演化博弈模型。方法:理论和数值分析。结果和结论:对教师参与产学研合作的低激励是阻碍产学研合作深度发展的关键因素。产学研合作的低激励提升了产学研走向深度合作的临界起始概率,即使在政府的积极引导下,只有当企业和教师参与合作的概率都高于其临界概率时才能推动合作走向协同发展。因此,为了全面推进产学研合作向纵深发展,政府必须加大产学研合作的财政支撑与政策引导力度,提高产学研合作激励强度,推进高校完善面向应用的科研激励体制建设,全面提升企业、教师和科研人员的参与度。
In order to explore the dynamic mechanism of the in-depth cooperation between industry, university and research institute, based on the perspective of macro regulators, demands and providers of scientific and technological innovation, an evolutionary game model of governments, enterprises and teachers was established to analyze the lack of dynamic force in the cooperation between industry, university and research institute theoretically and numerically.The results show that the low incentive for teachers to participate in the cooperation is the key factor hindering its in-depth development.The low cooperation incentive improves the critical initial probabilities for the teachers and enterprises, which are the boundary between deep development and failure of cooperation.Even under the positive guidance of the government, only when the probability of enterprises and teachers participating in cooperation is higher than their critical probability, the cooperation could move towards collaborative development.Therefore, in order to comprehensively promote the in-depth development of industry-university-research cooperation, the government must increase financial support and policy guidance, increase the incentive intensity, promote the construction of a comprehensive application-oriented scientific research incentive system in universities, and comprehensively improve the participation of enterprises, teachers and researchers.
