“公益创投”何以提升社区治理能力?——基于动态能力理论视角的案例研究

How Can“Venture Philanthropy”Improve the Community Governance Capacity?——Case Study from the Perspective of Dynamic Capability

近年来,“公益创投”作为政府购买服务的创新方式在社区治理中发挥了重要作用。文章基于动态能力理论视角,以H省H社区“公益创投”为例,探讨了“公益创投”对社区治理能力的影响。研究发现,“公益创投”通过“外部静态要素输入”和“内部力量整合”实现对社区的“行动赋能”。“外部静态要素输入”即对社区的资源和制度等支持,“内部力量整合”通过组织学习、构建合作网络以及有效激励等机制,将外部输入的静态要素转化为社区内生组织能力。要素输入是“公益创投”实现行动赋能的起点;组织学习能够促进组织快速、有效地配置资源以及缄默知识与组织惯例的产生,进而促进组织能力的进化与发展;合作网络的构建与有效激励机制的实行则通过信息交流、知识共享与反复练习等进一步实现互动赋能。研究推进了对“公益创投”的概念化认知,揭示了社区治理能力提升机制的内在逻辑,既丰富了组织能力的相关研究,也拓展了项目制的相关讨论。

Based on the perspective of dynamic capabilities,this study takes H community in H Province as an example to discuss the impact of“venture philanthropy”on community governance capability.The research found that “venture philanthropy”realized “action empowerment”to the community through “external static element input”and “internal force integration”.“External static elements input”is the support of resources and system for the community,and “internal force integration”converts the external static elements into the endogenous organizational capability of the community through organizational learning,cooperative network construction and effective incentive mechanisms.Factor input is the starting point to realize action empowerment.Organizational learning can promote the rapid and effective allocation of resources,the emergence of tacit knowledge and organizational routine,and then promote the evolution and development of organizational capabilities.The construction of cooperation network and the implementation of incentive mechanism further realize the interactive empowerment through information exchange,knowledge sharing and repeated practice.This study promotes the conceptualization of “venture philanthropy”,opens the internal logic of the mechanism of improving community governance capacity,enriches the research on organizational capacity,and expands the discussion on project system.
