空气质量点长制的运作机理与治理逻辑——以C市Y区的空气质量点长制为例 被引量:1

摘要 点长制作为一种跨部门协同治理模式,嵌入空气治理场域中呈现出“分流控制”的运作机理。通过“结果导向型控制”和“过程导向型控制”两种运作方式,点长制能够有效地避免空气质量责任在基层的“悬浮”,形成上下共治、部门联动的制度化激励。增量“赋权”的政治吸纳和技术“赋能”的数据治理,二者双重叠加和双轮驱动,是点长制得以稳定持续运行的治理之道。未来,可从法治和自治两个维度切入,持续深化空气质量点长制的治理创新。 The air monitoring station-leader system can be understood as a cross-sectoral collaborative model embedded within the field of air governance,which provides a “triage control”mechanism of operation.This system employs two modes of operation,namely the“result-oriented control”and the“process-oriented control”.The system can,therefore,prevent the “suspension”of air quality responsibilities at the grassroots and create an institutionalized incentive for top and bottom co-governance and sectoral linkages.The balance between incremental “empowerment”and data-driven “empowerment”ensures the stability and sustainability of air monitoring station-leader operations.In the future,we can further strengthen the governance innovation of the air quality monitoring station-leader system by incorporating two dimensions:the rule of law and self-governance.
