新时代制度正义的实践维度探析

Analysis of the practical dimension of institutional justice in the new era

新时代制度正义是以马克思、恩格斯正义理论为基础,针对我国在经济分配、公共服务、民主政治等方面现存和潜在的一些风险问题作出实践路径规划,并支撑新时代中国特色社会主义不断发展的一个重要价值要求。马克思、恩格斯综合经济政治两方面的考量,将制度正义放在了超越观念正义的实质正义层面,认为制度的革新将成为发展社会公平正义的重要实践方法。中国特色社会主义进入新时代以来,虽然通过不断地深化制度改革在社会公平正义方面取得了突出的成效,但是在社会资源分配、公共服务设施建设、民主政治等方面仍有较大进步空间。在新时代的实践当中,当以习近平新时代中国特色社会主义思想为根本指引,以发展共同富裕、权利平等和全过程人民民主为重要方向,促进中国特色社会主义制度不断优化,以制度正义的全面构建和发展促进社会进步和人的全面发展。

Based on Marx and Engels’ theory of justice, institutional justice in the new era makes practical path planning for some existing and potential risk problems in China’s economic distribution, public service and democratic politics, and supports an important value requirement for the continuous development of socialism with Chinese characteristics in the new era. Marx and Engels put the institutional justice on the level of substantive justice beyond the concept of justice. They believed that the innovation of the system would become an important practical method to develop social fairness and justice. Since the socialism with Chinese characteristics entered a new era, although outstanding achievements have been made in social fairness and justice through the continuous deepening of institutional reform, there is still much room for progress in the allocation of social resources, the construction of public service facilities, and democratic politics. In the practice of the new era, we should take Xi Jinping’s Thought on Socialism with Chinese Characteristics in the new era as the fundamental guidance, and take the development of common prosperity, equality of rights and people’s democracy in the whole process as the important direction to promote the continuous optimization of the socialist system with Chinese characteristics, and promote social progress and all-round development of people with the comprehensive construction and development of institutional justice.
