文化与科技融合发展中政府作用的国际实践与启示——以英、加、韩三国为例

文化与科技融合是我国文化产业发展的重要趋势,也是世界各国高度重视和持续推进的工作。英国、加拿大和韩国的文化产业在国际上处于相对领先地位。在此以这三个国家为例,梳理和分析其在文化科技融合方面所制定的重要政策,包括英国的文化即数字化政策、加拿大的创新与技能培训计划和韩国的数字新政,总结其特点,为我国文化产业发展进步提供借鉴经验。研究发现,各国政府都重视数字基础设施的建设,对公众的激发与培育和调动多方跨行业合作以推进数字化进程,这也为我国文化产业发展带来启发,须针对性培育特色优势产业,建立协同平台,健全创意人品才培养体系,推动中国文化创意出口,走向国际。

The integration of culture and technology is an important trend in the development of China’s cultural industry,which is also highly valued and continuously promoted all over the world.The cultural content industries of the UK,Canada and South Korea occupy a leading position in the international arena,and in recent years the governments have made strategic policies in digital innovation,including Culture is Digital of UK,Innovation and Skills Plan of Canada,and Digital New Deal of South Korea.On the basis of reviewing the important industry policies three countries have formulated in the integration of culture and technology,this paper discusses the common characteristics they share and provides guidance for China’s industry innovation.The study finds that the governments of three countries attach great importance to the construction of digital infrastructure,the stimulation and cultivation of the public and the mobilization of multi-sectoral cooperation,which also brings inspiration to the development of China’s cultural industry.Facing the problems of unbalanced development of cultural industry,weak enterprise strength and insufficient innovationdriven capability,the Chinese government needs to cultivate special advantageous industries,establish a collaborative platform,improve the creative talent training system,and promote China’s cultural and creative exports to the international arena.
