区域BIM政策力度发展评价研究——基于TOPSIS法的时空演变分析

Research on Evaluation of Regional BIM Policy Development:Analysis of Temporal and Spatial Evolution Based on TOPSIS Method

在对政策导向下BIM的发展及其相关配套政策颁布分析的基础上,文章基于2011年~2021年各地方政府、住建厅等颁布的政策文本数据,构建了包括政策主体、政策类型、政策内容在内的BIM政策力度评价指标体系及评分细则。在此分类的基础上,政策内容又细分成BIM人才培养政策、示范及交流宣传政策、行业政策、技术政策四项评价指标及评分细则。通过TOPSIS法建立模型,评价区域政策力度差异性及其时空演变,并为推动我国BIM的进一步发展提出建议。

Based on the analysis of the development of BIM under policy guidance and the promulgation of relevant supporting policies,this paper is based on the policy text data issued by local governments and housing construction departments from 2011 to 2021.The evaluation index system and scoring rules of BIM policy strength including policy subject,policy type and policy content are constructed.On the basis of this classification,the policy content is divided into four evaluation indexes and scoring rules of BIM talent training policy,demonstration and communication propaganda policy,industry policy and technical policy.The TOPSIS method is used to establish a model to evaluate the differences in regional policy intensity and its spatio-temporal evolution,and suggestions are put forward to promote the further development of BIM in China.
