城市社区治理中社工机构的关系处境与角色功能

The Relationship Situation and the Role Function of the Social Work Institution in the Urban Community Governance

当前我国城市社区治理问题与诉求日益突出,社工机构在城市社区治理中扮演着重要角色,发挥着特定功能。本文通过对S市实践情况进行研究发现,在城市社区治理中社工机构与政府、居委会、居民等之间的关系处境较为复杂。从正功能看,社工机构扮演着精细化服务提供者,促进服务式治理,扮演着虚实化平台搭建者,推进参与式治理,扮演着多元化资源链接者,增进福利式治理。从负功能看,社工机构面临着方式非便捷化、参与非广泛化、效益非最大化等角色功能性缺陷。为此,在改变不利的关系处境的同时,社工机构应通过保障优质服务供给、赋予权能动员参与、增进有效资源配置等实施策略,助力城市社区治理水平的提升。

At present,the problems and demands of the urban community governance in China are increasingly prominent.As a force,the social work institution plays an important role in the urban community governance,playing a specific role.Through the research on the practice of S city,it is found that the relationship between the social work institution and the government,neighborhood committees,residents,etc.in the urban community governance is more complex.In terms of positive functions,the social work institution plays the role of refined service providers,promoting service-oriented governance,playing the role of virtual and real platform builders,promoting participatory governance,playing the role of diversified resource linkers,and promoting welfare governance.In terms of negative functions,the social work institution is faced with such functional defects as inconvenient ways,non-extensive participation,and nonmaximization of benefits.Therefore,while changing the unfavorable relationship situation,the social work institution implements strategies by ensuring the supply of high-quality services,empowering and mobilizing participation,and enhancing effective resource allocation.In this way,the level of the urban community governance will be improve.
