江苏省众创空间的绩效评价及提升路径研究

Research on the performance evaluation and improvement path of mass innovation space in Jiangsu province

作为“大众创业,万众创新”的重要载体,众创空间的发展水平体现着“双创”工作的进展情况,因此,需要对众创空间的发展水平定期做出评价。行政管理部门与学术界对众创空间的绩效评价多侧重于公共视角下的创业服务能力考核,而较少关注众创空间在运营上的绩效表现。文章运用数据包络分析法对2019年江苏省13个设区市的众创空间进行绩效评价,并依据实证结果提出加强孵化服务能力的培育、提升投融资服务能力、提高专业化建设水平及加强政策的引导与管控等建议,不断提升众创空间的绩效水平。

As an important carrier of “ mass entrepreneurship and innovation ”, the development level of mass innovation space reflects the progress of the work of “mass entrepreneurship and innovation”. Therefore, it is necessary to evaluate the development level of mass innovation space regularly. The performance evaluation of the mass innovation space by administrative departments and academic circles mostly focuses on the assessment of entrepreneurial service ability from the public perspective, pays little attention to the performance of the mass innovation space in operation. This paper uses DEA for the performance evaluation of mass innovation space of 13cities in Jiangsu province in 2019, according to the empirical results, put forward suggestions such as strengthen incubation service ability cultivation, increasing investment and financing service ability, improve the level of professional construction and strengthen policy guidance and control, for the continuous improvement of the performance level of the mass innovation space.
