Development through Heritage:Review and Prospects of the Pilot Reform of Higher Education in New China

试点改革是中国共产党治国理政的政治智慧与领导艺术的集中体现。新中国成立以来,我国高等教育试点改革主要经历了初期探索、快速发展、规范完善三个阶段,基本经验在于坚持和加强党的领导,充分调动多方参与积极性,维持双轨创新竞合学习秩序。当前,高等教育试点改革仍面临着试点理念功利化、试点运作半契约化、试点场域半封闭化、试点经验碎片化等现实困境。展望未来,为推动高等教育试点改革的创新发展,应在转变试点价值观念、完善试点配套机制、优化试点行动空间和遵循试点运作规律等方面积极作为。

The pilot reform is a concentrated expression of the political wisdom and leadership art of the Communist Party of China in governing the country.Since the founding of the People’s Republic of China,the higher education pilot reform has mainly gone through three stages:initial exploration,rapid development,and standard improvement.The basic experience is that insisting on and strengthening the Party leadership;fully mobilizing the enthusiasm of multiple parties;maintaining the“dual-track”innovative and competitive learning order.At present,the pilot reform of higher education is still faced with practical dilemma,such as the utilitarian idea of the pilot,the semi contractual operation of the pilot,the semi closed field of the pilot,and the fragmented experience of the pilot.Looking forward to the future,in order to promote the innovative development of the pilot reform of higher education,we should take active actions in transforming the pilot values,improving the pilot operation mechanism,optimizing the pilot action space,and following the pilot operation rules.
