摘要
清代给假制度于顺治朝初定,于康熙、雍正两朝不断完善,于乾隆朝基本定型。不同品级在京文官给假程序存在差异,以六部主事官员、内阁大学士为例,品级高的在京文官给假待遇更为优渥。清代给假制度是一项严格规范官员行为的行政管理制度,对清前期国家治理发挥了重要作用,但在给假规定与处罚措施上尚有局限之处。
The system of granting leave in Qing Dynasty was initially established in Shunzhi Dynasty,continuously developed in Kangxi and Yongzheng Reign,and basically finalized in Qianlong Reign.Different grades of civil servants in Beijing have different procedures to grant leave.Taking the chief officials of the Six Ministries,the Cabinet Grand Secretary as an example.The civil servants with higher grades in Beijing grant leave treatment more favorable.The system of granting leave in Qing Dynasty was an administrative system that strictly regulated the officials’behavior.It played an important role in the national governance in the early Qing dynasty,but there were still some limitations in the provisions and penalties for granting leave.
