巴布亚新几内亚渔业发展概况与中国—巴新渔业科技合作思路

Overview of Papua New Guinea’s fishery development and proposals on fishery scientific cooperation between China and Papua New Guinea

巴布亚新几内亚位于太平洋西南部,拥有1.75×104 km的海岸线和240×104 km 2的专属经济区(exclusive economic zone,EEZ)海域,是南太平洋地区重要的渔业生产区域,海洋生物资源丰富,且品种繁多,盛产鲣鱼和黄鳍金枪鱼等。介绍了巴新国家渔业发展总体概况、具体部门表现、管理体制、法规与政策体系、科研与教育机构等情况,结合该国渔业产业发展现状、存在的主要问题和国际培训学员的技术需求,提出了开展重要经济海水养殖品种扩繁关键技术研发、近海渔业资源调查与“休闲渔业+增殖养护”模式开发、可持续水产养殖技术推广示范、水产品高值化加工技术及副产物高值利用、开展定制化渔业管理研讨与水产养殖技术培训项目等双边渔业科技合作交流建议,以期为推动中国与巴新渔业务实合作提供参考。

Papua New Guinea(PNG),located in the southwest of the Pacific Ocean,has a coastline of 17500 kilometers and an exclusive economic zone(EEZ)of 2.4 million square kilometers.With rich marine biological resources and a wide variety of species,especially plenty of skipjack and yellow-fin tuna resources,it is one of the major fishery production areas in the South Pacific region.This paper introduces the general situation of PNG’s national fishery development,the performance of specific sub-sectors,management system,laws and regulations and policy system,scientific research and education institutions,etc.In combination with the fishery development status,existing issues and the technical needs of international trainees,the proposals of jointly carrying out the R&D of key technologies for the large-scale propagation of economically important mariculture species,joint survey of coastal fishery resources,the development of the“leisure fishery plus resources proliferation and conservation”model,the promotion and demonstration of sustainable aquaculture technology,value-added processing technology of aquatic products and comprehensive utilization of by-products,conducting customized fishery management workshops and training programs on aquaculture technology are put forward,which are expected to provide references for promoting bilateral practical fishery cooperation.
