高质量发展视角下海河流域水利发展总体思路

General ideas of water development in the Hai River Basin from the perspective of high-quality development

在深入学习领悟党的二十大精神、提升对新阶段水利高质量发展思想认识的基础上,提出立足高质量发展新形势新要求谋划海河流域水利发展的总体思路,明确了“五个坚持”具体要求;提出从开拓海河流域治理管理新局面、推动国家水网流域建设新发展、助力复苏河湖生态环境新成效、展现水资源保护与集约节约利用新作为、实现流域水利智能化建设新跨越、开展投融资体制机制新探索等六个方面,为推动海河流域中国式现代化提供水安全保障。

Based on study on the agenda of the 20th CPC National Congress and understanding of highquality water development in the new stage, the article proposes the general idea of water development in the Haihe River Basin under the new situation and requirements of high-quality development and made clear the specific requirements of the “five principles”. In order to safeguard river basin development and modernization, specific requirements and six tasks are defined, including innovative approaches for river basin management, making contribution to the construction of national water network, restoring ecological environment of rivers and lakes, water resources protection and conservation, application of smart water and intelligent system, and widening channel for water investment and finance.
