上海市域铁路造价标准体系研究

Research on the Cost Standard System of Shanghai Urban Railway

本文从造价信息、定额、编制办法和费用等方面,对比分析国铁和上海市轨道交通相关造价标准对于上海市域铁路的适用性,并提出上海市域铁路概预算编制办法的建议。研究结论:造价信息方面,上海市材料信息价较国铁信息价总体上有一定的增幅。定额方面,国铁定额的适用性最好,上海市政定额无站后定额,上海轨道交通定额需要补充部分定额。编制办法方面,章节划分、取费基数和费率等有一定的差异性。费用标准方面,上海轨道交通测算出的费用较国铁有一定的增幅。本文基于上述研究,提供两套上海市域铁路预算编制办法供参考。

This paper comparatively analyzes the applicability of national railways and Shanghai rail transit cost standard to Shanghai urban railways from the cost information,quotas,compilation methods and expenses,and puts forward suggestions on the compilation methods of Shanghai urban railway budget estimates.Research conclusion:In terms of cost information,the material information price in Shanghai has a certain increase in general compared with the national railway information price.In terms of quota,the national railway quota has the best applicability,the Shanghai municipal quota has no post-station quota,and the Shanghai rail transit quota needs to supplement part of the quota.In terms of compilation method,there are certain differences in chapter division,fee base and rate.In terms of cost standard,the cost calculated by Shanghai Rail Transit has a certain increase compared with the National Railway.Based on the above research,this paper provides two sets of Shanghai urban railway budget preparation methods for reference.
